The commute time refers to the average time it takes for a person to get from their home to their job. The number in the slide show is the ranking out of the 150 in the survey.
From the way I read it I think they mean how long it takes to get from A to B in a car, bus, taxi etc and they’ve given each place that they’ve mentiioned a ranking of 1 to 150 based on the fact that they’ve surveyed 150 different places. I think the lower the ranking the worst the place is. Also I think the guy that wrote the article must be from Canada. References :
